"Is being revealed" we believe is better than "is revealed," as if it were a completed task. No, it is an on-going revelation of the omnipotence of God in two directions.

First, 1. 17: δικαιοσύνη γὰρ θεοῦ ἐν αὐτῷ ἀποκαλύπτεται.

Secondly, 1.18: Ἀποκαλύπτεται γὰρ ὀργὴ θεοῦ.

This controls the entire epistle to 11.36.
